This project is located along US Route 19 over the Northbound and Southbound lanes of the West Virginia Turnpike at I-77 Milepost 47.5. It consists of fully painting Bridges 3039E and 3039W.

Total steelwork to be painted is 35,800 square feet.

A MANDATORY PRE-BID meeting will be held on November 6, 2014 at 3:00 pm at the office of the West Virginia Parkways Authority, Administration Building, Charleston, West Virginia.

All work under this contract shall be completed by October 16th, 2015.

Proposals will be received at the office of the West Virginia Parkways Authority, Administration Building, Charleston, West Virginia until 3:00 PM November 20, 2014, at which time and place said proposals will be publicly opened and read. If proposals are to be mailed via the U.S. Postal Service regular mail, they must be addressed to the West Virginia Parkways Authority, P.O. Box 1469, Charleston, WV 25325. This mail is picked up by the Authority once a day between 7:00 AM and 8:00 AM. However, Express Mail One Day Service, Federal Express, United Parcel Service (UPS), etc., must be sent to the West Virginia Parkways Authority, 3310 Piedmont Road, Charleston, WV 25306. It shall be the bidder's responsibility to determine his transmittal method such that his bid will arrive in the Authority's office prior to the scheduled bid opening. Bids received in the Authority's office after the scheduled opening will be returned to the bidder unopened.

Prospective bidders must be prequalified in accordance with SECTION 102.1 of the WVDOH Standard Specifications. Contract Documents without Standard Specifications or other referenced standards can be obtained from HNTB Corporation, 41 Mission Way, Scott Depot, WV 25560, Phone (304) 760-1832, or email jdeweese@hntb.com.

Proposals must be made upon the forms furnished by the Authority in the manner designated in the specifications, and must be enclosed in sealed envelopes bearing the name and address of the bidder and the number of the contract on the outside, and must be accompanied by a CASHIER'S or CERTIFIED CHECK or BID BOND in favor of the West Virginia Parkways Authority, FOR AN AMOUNT EQUAL TO FIVE PERCENT (5%) OF THE AMOUNT OF THE PROPOSAL OR $2,000 WHICHEVER IS THE GREATER, and must be delivered at the place designated above on or before the day and hour named.

Pursuant to Bureau of Employment Programs (BEP) Rule 96 C.S.R.1 Implementation Rule dated June 30, 2000, Contractors requesting plans must furnish their FEIN Number, company name and any name they are doing business as. Firms listed in the BEP Default Directory will not be issued Bidding Documents.

The Authority reserves the right to reject any and all Proposals submitted, and to waive any or all formalities in bidding, as it may deem in its best interest.

AIR QUALITY PERMIT NOTICE

Notice of Intent to
Approve

On April 29, 2014, Columbia Gas Transmission applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for a permit to modify a compressor station facility located on Columbia Gas Road, Clendenin, Kanawha County, WV at latitude 38.49514 and longitude -81.31253. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the proposed facility. The DAQ is providing notice to the public of its preliminary determination to issue the permit as R13-2247B.

The following increase in potential emissions will be authorized by this permit action: Particulate Matter, -2.51 tons per year (TPY); Sulfur Dioxide, -0.01 TPY; Oxides of Nitrogen, 31.55 TPY; Carbon Monoxide, 36.43 TPY; Volatile Organic Compounds, 1.73 TPY.

Written comments or requests for a public meeting must be received by the DAQ before 5:00 p.m. on Monday, November 24, 2014. A public meeting may be held if the Director of the DAQ determines that significant public interest has been expressed, in writing, or when the Director deems it appropriate.

The purpose of the DAQ's permitting process is to make a preliminary determination if the proposed modification will meet all State and Federal air quality requirements. The purpose of the public review process is to accept public comments on air quality issues relevant to this determination. Only written comments received at the address noted below within the specified time frame, or comments presented orally at a scheduled public meeting, will be considered prior to final action on the permit. All such comments will become part of the public record.

The Marshall County Historical Society is pleased to announce a bid for the above referenced project. A Stipulated Sum Base Bid is required for the complete work, and is due at 4:00 P.M. local time on Wednesday, November 19, 2014 at the offices of Gold, Khourey, and Turak at 510 Tomlinson Avenue, Moundsville, WV. Bids delivered in electronic format will be acceptable, and may be sent via e-mail

The Drawings and Project Manual were prepared by Heritage Architectural Associates. Prime Bidders may obtain electronic copies of plans, specifications and bid forms by contacting Heritage Architectural Associates, at 2307 Chapline Street, Wheeling, WV 26003, ph. 681.207.9975, email bidding@heritagearchitectural.com. A $50.00 check or money order payable to Heritage Architectural Associates is required to be a registered plan holder to Bid the project and receive all addenda.

In general, the project involves improvements to the electrical system of the National Register-listed Cockayne House that was constructed in the 1850's. Work includes the incorporation of electrical distribution and life safety devices in the interior of this historic structure. Additionally, the floor framing at the Master Bedroom at the Second Floor Level will be strengthened.

A mandatory pre-bid meeting will be held at 10:30 A.M. on Wednesday, November 5, 2014, at the project job site. All qualified bidders are required to attend.

Project Requirements:
Federal funds will be utilized, and partial funding is through the West Virginia State Historic Preservation Office. The Contractor must comply with all applicable Federal, State, and local laws, rules and regulations. The Contractor must include in price of bid all applicable taxes, permits, and fees. Wage rates must comply with the "West Virginia Fair Minimum Wage Rates" (Prevailing Wages). The Contractor must carry out the described work in accordance with The Secretary of the Interior's Standards for Rehabilitation. The project will be reviewed by the West Virginia State Historic Preservation Office.

Qualifications:
The Contractor must have the ability to complete the work in a timely manner. The Contractor must possess all applicable licenses.

Selection Process:
All sealed bids will be publicly opened and compared as to quality, thoroughness and cost by the Marshall County Historical Society and the Architect. The Marshall County Historical Society will review and select a Contractor subject to the approval of the West Virginia State Historic Preservation Office. Selection will be based upon (1) costs, (2) demonstrated experience with historic rehabilitation projects, and (3) the proven ability to complete a project. A decision will be rendered within a week of the opening.

No bidder may withdraw his bid for a period of 60 days after the actual bid date opening. The project is to commence immediately. Substantial completion date to be established at pre-bid meeting. The owner reserves the right to waive any informalities in or reject any and all bids. Bids from any person, firm, or corporation in default upon any agreement with the Owner will be rejected.

NOTICE OF PROPOSED ADOPTION OF ORDINANCE RAISING REVENUE

Notice is hereby given pursuant to W. Va. Code § 8-11-4(a) that at the regular meeting of Charleston City Council on November 3, 2014, at 7:00 p.m., in the Council Chamber, 3rd floor of City Hall, 501 Virginia Street East, Charleston, West Virginia, Council will consider adopting a proposed ordinance raising revenue entitled AN ORDINANCE AMENDING SECTIONS 111-3, 111-4, 111-14, AND 111-15 OF CHAPTER 111 OF THE CODE OF THE CITY OF CHARLESTON.

The purpose of this proposed ordinance is to raise revenue for the City of Charleston by amending Charleston's consumer sales and use taxes to increase the rate of the taxes by .05%, and to create the Uniform Pensions Reserve Fund, a special revenue fund dedicated to police and fire pension obligations. Notice is hereby given that consulting services will be utilized by the West Virginia Department of Transportation, Division of Highways, for Quality Assurance Management (QAM) services and related duties as required for the Coalfields Expressway from the Mullens Connector to East CR 12/1 in Wyoming County. This project is being developed as a Public-Private-Partnership utilizing Design-Build procurement.

The QAM will be responsible for all quality assurance duties normally performed by the WVDOH in regards to materials certification and construction inspection. The QAM will certify all materials and inspection on the project and provide record keeping to document certifications. QAM shall provide an independent certified lab for testing of materials. All work will be performed in accordance with WVDOH Standard Specifications (2010), as amended by the Supplemental Specifications (2014), WVDOH Construction Manual (2002), and current Materials Procedures. Anticipated duration of the agreement is approximately 48 months. It is anticipated that appropriately accredited and qualified technicians, Levels I-V, for the area of assignment may be required. A Professional Engineer licensed in the state of West Virginia shall provide general oversight of this service.

QAM shall also be responsible for reviews of schedules and progress payments; field survey verification; assurance of environmental compliance; project record keeping including oversight of as-built plans preparation; and related duties as required. QAM shall provide all tools and equipment needed to perform these tasks.

The general guidelines for performance of the project inspection are as follows:

1) The consulting engineering services required may consist of all quality assurance tasks, documentation services, and related duties as required.

2) The consultant will supply experienced construction and materials inspection personnel. All inspectors must be certified through BridgeValley (formerly Bridgemont) Community and Technical College.

3) The personnel shall have a working knowledge of WVDOT-DOH standards, specifications and materials testing procedures as well as being certified by the DOH for sampling and testing aggregate, portland cement concrete, compaction testing and possess nuclear certifications in the State of West Virginia. The knowledge and certifications required of a given individual will depend on the specific item(s) being inspected and /or sampled/tested.

4) It is the intent that the majority of the required materials testing be conducted by personnel capable of performing the complete field inspection of the affected items.

5) In addition the inspectors shall be knowledgeable of good construction practices and surveying practices and procedures; able to interpret contracts, special provisions, plans and specifications; able to exercise good judgment; able to use engineering, test and office equipment; be accurate and neat in recording data and preparing records and able to maintain a harmonious relationship with the Department, other governmental agencies, contractors and the public.

6) The consultant will supply all necessary transportation for its personnel.

7) The Department will supply field offices, storage buildings and office equipment per normal construction contract specification items or reasonable access to same as it deems necessary.

8) The Department will familiarize appropriate Consultant personnel with the use of its Site Manager and ProjectWise software for preparation and maintenance of project records and documentation and supply Department required forms to the Consultant. However, the QAM is expected to provide and maintain the appropriate version of Primavera P6 Scheduling software and also the experience level to afford proper review of the Contract Schedule.

9) All testing equipment and incidental tools and supplies are to be furnished by the Consultant unless the Department elects to supply same on a given project.

10) The method of payment for the consultant services provided will be specific rate of pay.

Firms interested in being considered for this work must submit a letter of interest and unpriced prospectus to Mr. Jason M. Boyd, Director, Contract Administration Division, West Virginia Department of Transportation, Division of Highways, Building Five, Room A-722, 1900 Kanawha Boulevard, East, Charleston, West Virginia 25305 prior to 4:00 P.M. on November 14, 2014. This project shall consist of the development of Contract Plans for the deck replacement of the eastbound and westbound bridges carrying United States Route 50 over Bonds Creek. The existing bridges are each 362 feet long by 40 feet wide and are located 0.82 miles west of Ritchie County Route 8.

State Project S342-21-1.50 00, East Dailey Bridge, located in Randolph County, West Virginia. This project shall consist of the development of Contract Plans for the replacement of a bridge carrying Randolph County Route 21 over Tygart Valley River. The existing bridge is 203.5 feet long by 16.0 feet wide and is located 0.58 miles south of United States Route 219.

Method of payment shall be Lump Sum.

Specialized experience shall focus on the qualifications of the staff working on the project with emphasis placed on individual specialized expertise required for the project. As a minimum, the firm shall provide a Résumé of those individuals who will be committed to the needs of the project. Strong considerations will be based on the professional and non-professional staff specialized experience and technical competence stationed within the office where the work is to be performed.
3. Capacity consideration shall be made on the firm's ability to accomplish the work within the Department's required schedule time frame; personnel dedicated to perform such work.
4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.
5. Location shall be based on the geographic location of the Consultant's office relative to the project site along with past experience and knowledge of the area where the project site is located with the significant importance being given to accessibility of the office location relative to the Department.

In addition to the above evaluation factors, the prospectus shall include, as a minimum, the following items:

1. A completed copy of the Division's Consultant Confidential Qualification Questionnaire dated January 1, 2014 or later, if not already on file. It must specifically indicate the staff levels by classification located in-state vs. out-of-state. It must also indentify the person in-charge overseeing the work that holds a valid professional license issued by the West Virginia Board of Professional Engineers.
2. Location of office or office(s) in which the work, or part of the work, will be performed.
3. Identification of subconsultants by name as to the type of work anticipated to be subcontracted or performed, if proposed as part of the design team.
4. Indication of whether a cost accounting system has been maintained and is in effect such that it is capable of segregating and identifying accumulating costs for each job that is performed under cost type projects.
5. Completed copies of the Division's "Consultant Short List Selection Criteria Technical Evaluation" form limited to a single page of data. The proposed increase will produce approximately $226 million annually in additional revenue, an increase of 17 percent. The average monthly bill for the various classes of customers will be changed as shown below:

Blasting activities will occur Monday through Saturday from "sunrise to sunset." No blasting shall be conducted on Sunday. Blasting is to commence on November 10, 2014 and continue through November 10, 2015.

Ten minutes prior to and immediately after each blast, all access to the specific area will be safeguarded from unauthorized entry. A pre-blast warning signal will be given three (3) minutes prior to each blast. The warning signal prior to each blast shall be from a siren audible to at least one-half mile from the blast and will consist of three (3) short blasts of five (5) seconds duration with five (5) seconds between each blast. The all clear signal shall be one (1) long blast from a siren of twenty (20) seconds duration, as approved by the Department of Environmental Protection, Office of Explosive and Blasting.
Blasting shall be conducted in such a way so as to prevent adverse impacts to the public or the environment.
Blasting activities will not be conducted at times other than those announced in the blasting schedule except in the event of an emergency situation where rain, lightening, or other atmospheric conditions, or operator or public safety requires unscheduled detonations.

Also on June 30, 2014, the Companies filed an application to request revised depreciation rates under Rule 20 of the Commission Rules of Practice and Procedure, 150 C.S.R. Series 1 (Procedural Rules). AEP stated that the revised depreciation rates require a $59.6 million increase in annual depreciation expense that is included in the overall $181.5 million increase in base rates requested by AEP.
By Order issued July 28, 2014, the Commission suspended the proposed increased rates and charges until 12:01 a.m., April 26, 2015, allowed AEP additional time to provide individual notice, established a procedural schedule, ruled on interventions and required AEP to provide public notice as required by the Commission Tariff Rules.

WV Transco estimates that construction will cost approximately $26 million. The construction will be financed through the use of the AEP Money Pool, as approved by the Commission in Case No. 10-0577-E-PC, and the financing vehicles as approved by the Commission in its July 2,2013 Order in Case No. 13-0629-E-PC.

WV Transco has no retail utility customers in West Virginia, and therefore, there will be no direct impacts in the form of WV Transco rates charged to retail customers. WV Transco provides wholesale transmission services throughout the region and its costs are passed on to electric utilities through its FERC approved transmission tariff. To the extent that a portion of WV Transco costs are paid by West Virginia electric utilities, there will be some impact on retail rates in West Virginia.

WV Transco estimates that the impact on a West Virginia residential retail customer's monthly bill as a result of this project, assuming 1000 kWH per month usage, is an increase of approximately $0.0246.

A public meeting is scheduled for November 5, 2014 to present a general discussion of the TMDL development process and to answer questions regarding the proposed TMDLs. The meeting will be held at Moorefield Town Hall, 206 Winchester Avenue, Moorefield, W.Va.
The meeting will begin at 6:30 p.m.

The DEP invites public comment on all aspects of the draft TMDLs. Written comments may be submitted by U.S. Mail, electronic mail, and fax. The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: particulate matter baseline emissions of 83 ton per year, point source emissions particulate matter less than 10 microns total of 39 tons per year, and the controlled facility emission total of 127 tons per year.

Startup of operation is planned to begin upon permit approval. This Notice is to inform the customers of the Cliffside sewer system and other interested parties that a hearing in the above-styled case will be held on Wednesday, November 12, 2014, at 9:00 a.m., before Judge James C. Stucky, 6th Floor, Kanawha County Judicial Annex, 111 Court Street, Charleston, West Virginia 25301, at which time the Court will entertain a Motion by the South Charleston Sanitary Board ("SCSB") to approve the acquisition of the Cliffside sewer system by the SCSB.
On May 31, 2007, the Circuit Court of Kanawha County, West Virginia, appointed the SCSB as receiver of the Cliffside sewer system, which provides sewer service to approximately 90 customers in Kanawha County, West Virginia. The Cliffside Owner's Operation Association, Inc. had abandoned the sewer system and the West Virginia Secretary of State had revoked its Certificate of Incorporation on May 1, 2007.
Since its appointment, the SCSB has operated and maintained the Cliffside system, spending in excess of $100,000 on the system, including complete replacement of the treatment plant, installation of emergency power facilities, rebuilding portions of the collection system, and redesign and reconstruction necessary to remove a failed and obsolete sewage lift station. The SCSB has not been reimbursed for its expenditures on the system.
In 2012, the Public Service Commission of West Virginia approved the SCSB's acquisition of the assets of the Cliffside Owner's Operation Association, Inc., commending SCSB for its "exemplary conduct as receiver." The Public Service Commission found that the proposed acquisition was in the best interest of the customers of the Cliffside sewer system and the public.
On May 1, 2014, the Circuit Court of Kanawha County appointed a Special Commissioner to determine whether it is in the best interest of the customers of the Cliffside sewer system and the public for the South Charleston Sanitary Board to acquire the assets of the Cliffside Owners' Operating Association, Inc. The Special Commissioner subsequently determined the acquisition was in the best interest of the Cliffside customers and of the public.
In the event the acquisition is approved, the Cliffside customers will pay the same rates as the SCSB's other customers. The current rates of the SCSB are lower than the current rates paid by the Cliffside customers.
All Cliffside customers and interested parties are invited to attend the hearing.

Notice is hereby given that consulting services will be utilized by the West Virginia Department of Transportation, Division of Highways, for Quality Assurance Management (QAM) services and related duties as required for the Coalfields Expressway from the Mullens Connector to East CR 12/1 in Wyoming County. This project is being developed as a Public-Private-Partnership utilizing Design-Build procurement.

The QAM will be responsible for all quality assurance duties normally performed by the WVDOH in regards to materials certification and construction inspection. The QAM will certify all materials and inspection on the project and provide record keeping to document certifications. QAM shall provide an independent certified lab for testing of materials. All work will be performed in accordance with WVDOH Standard Specifications (2010), as amended by the Supplemental Specifications (2014), WVDOH Construction Manual (2002), and current Materials Procedures. Anticipated duration of the agreement is approximately 48 months. It is anticipated that appropriately accredited and qualified technicians, Levels I-V, for the area of assignment may be required. A Professional Engineer licensed in the state of West Virginia shall provide general oversight of this service.

QAM shall also be responsible for reviews of schedules and progress payments; field survey verification; assurance of environmental compliance; project record keeping including oversight of as-built plans preparation; and related duties as required. QAM shall provide all tools and equipment needed to perform these tasks.

The general guidelines for performance of the project inspection are as follows:

1) The consulting engineering services required may consist of all quality assurance tasks, documentation services, and related duties as required.

2) The consultant will supply experienced construction and materials inspection personnel. All inspectors must be certified through BridgeValley (formerly Bridgemont) Community and Technical College.

3) The personnel shall have a working knowledge of WVDOT-DOH standards, specifications and materials testing procedures as well as being certified by the DOH for sampling and testing aggregate, portland cement concrete, compaction testing and possess nuclear certifications in the State of West Virginia. The knowledge and certifications required of a given individual will depend on the specific item(s) being inspected and /or sampled/tested.

4) It is the intent that the majority of the required materials testing be conducted by personnel capable of performing the complete field inspection of the affected items.

5) In addition the inspectors shall be knowledgeable of good construction practices and surveying practices and procedures; able to interpret contracts, special provisions, plans and specifications; able to exercise good judgment; able to use engineering, test and office equipment; be accurate and neat in recording data and preparing records and able to maintain a harmonious relationship with the Department, other governmental agencies, contractors and the public.

6) The consultant will supply all necessary transportation for its personnel.

7) The Department will supply field offices, storage buildings and office equipment per normal construction contract specification items or reasonable access to same as it deems necessary.

8) The Department will familiarize appropriate Consultant personnel with the use of its Site Manager and ProjectWise software for preparation and maintenance of project records and documentation and supply Department required forms to the Consultant. However, the QAM is expected to provide and maintain the appropriate version of Primavera P6 Scheduling software and also the experience level to afford proper review of the Contract Schedule.

9) All testing equipment and incidental tools and supplies are to be furnished by the Consultant unless the Department elects to supply same on a given project.

10) The method of payment for the consultant services provided will be specific rate of pay.

Firms interested in being considered for this work must submit a letter of interest and unpriced prospectus to Mr. Jason M. Boyd, Director, Contract Administration Division, West Virginia Department of Transportation, Division of Highways, Building Five, Room A-722, 1900 Kanawha Boulevard, East, Charleston, West Virginia 25305 prior to 4:00 P.M. on November 14, 2014. Responses received after this time will not be considered.

As a minimum, the letter of interest will include the following (submitted in duplicate):

1) A completed copy of the Division's Consultant Engineer Confidential Qualification Questionnaire (unless already on file with the Division). The questionnaire should be current as of January 1, 2014 or later.
2) A completed copy of the "Consultant Short List Selection Criteria Technical Evaluation" form found in Appendix E of the WVDOT-DOH Manual for Consultant Services or from the WVDOT web homepage by selecting the following tabs: Business/Upcoming Consultant Contracts/Engineering/Forms and Documents http://www.transportation.wv.gov/highways/engineering/Pages/FormsandDocuments.aspx

6) Indication of whether a cost accounting system has been maintained and is in effect such that it is capable of segregating and identifying accumulating costs for each job that is performed under cost-type contracts.

Submittals shall be prepared simply and economically, providing a straight forward, concise description of the firm's capabilities to satisfy the requirements of the RFP. Emphasis should be on completeness and clarity of content. Elaborate brochures and other representations beyond that sufficient to present a complete and effective proposal are neither required nor desired
Prior to entering into contract negotiations, the selected firm and any subconsultants shall submit a current audited overhead rate computation performed by a State or Federal government agency or independent CPA firm. The submitted overhead audit shall contain a detailed exhibit of the computations with all applicable eliminations and references. The audit shall be done in accordance with Government Auditing Standards issued by the Comptroller General of the United States and all eliminations required by the Federal Acquisition Regulations will be made.

It is the policy of the West Virginia Department of Transportation, Division of Highways, that Disadvantaged Business Enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds.

NOTICE is hereby given that Appalachian Power Company and Wheeling Power Company ("the Companies"), public utilities, on June 30, 2014,filed with the PUBLIC SERVICE COMMISSION OF WEST VIRGINIA, a tariff containing increased rates, tolls and charges, and terms and conditions for furnishing electric service to approximately 476,598 customers in cities, towns, villages, unincorporated municipalities, and rural areas in their service territories in the counties of Boone, Brooke, Cabell, Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Logan, Marshall, Mason, McDowell, Mercer, Mingo, Monroe, Nicholas, Ohio, Putnam, Raleigh, Roane, Summers, Wayne and Wyoming.

The proposed increased rates and charges are to become effective May 26, 2015, unless otherwise ordered by the Public Service Commission. The Public Service Commission has suspended the rates for 300 days to permit a full examination of the proposals, which include a base rate increase of $181,495,635 and a new Vegetation Management Program Surcharge of $44,613,863. The proposed increase will produce approximately $226 million annually in additional revenue, an increase of 17 percent. The average monthly bill for the various classes of customers will be changed as shown below:

Furthermore, the requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. On June 30, 2014, Appalachian Power Company (APCo) and Wheeling Power Company (WPCo) both public utilities and both operating as American Electric Power (AEP or Companies) tendered for filing revised tariff sheets reflecting a system average rate increase of approximately seventeen percent annually, or a net increase in current rates of $226 million for furnishing electric utility service to approximately 476,598 customers in the Counties of Boone, Brooke, Cabell, Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Logan, Marshall, Mason, McDowell, Mercer, Mingo, Monroe, Nicholas, Ohio, Putnam, Raleigh, Roane, Summers, Wayne, and Wyoming. The proposed increase included a base rate increase of $181,495,635 and a new Vegetation Management Program Surcharge of $44,613,863.
Also on June 30, 2014, the Companies filed an application to request revised depreciation rates under Rule 20 of the Commission Rules of Practice and Procedure, 150 C.S.R. Series 1 (Procedural Rules). AEP stated that the revised depreciation rates require a $59.6 million increase in annual depreciation expense that is included in the overall $181.5 million increase in base rates requested by AEP.
By Order issued July 28, 2014, the Commission suspended the proposed increased rates and charges until 12:01 a.m., April 26, 2015, allowed AEP additional time to provide individual notice, established a procedural schedule, ruled on interventions and required AEP to provide public notice as required by the Commission Tariff Rules.
The Commission will hold the following afternoon and evening public comment hearings and the evidentiary hearing:

On September 30,2014, AEP West Virginia Transmission Company, Inc. filed a duly verified application for a certificate of convenience to install shunt reactors and a circuit breaker at the Amos 765kV station of Appalachian Power Company.

The application is on file with and available for public inspection at the Public Service Commission, 201 Brooks Street, in Charleston, West Virginia.

WV Transco estimates that construction will cost approximately $26 million. The construction will be financed through the use of the AEP Money Pool, as approved by the Commission in Case No. 10-0577-E-PC, and the financing vehicles as approved by the Commission in its July 2,2013 Order in Case No. 13-0629-E-PC.

WV Transco has no retail utility customers in West Virginia, and therefore, there will be no direct impacts in the form of WV Transco rates charged to retail customers. WV Transco provides wholesale transmission services throughout the region and its costs are passed on to electric utilities through its FERC approved transmission tariff. To the extent that a portion of WV Transco costs are paid by West Virginia electric utilities, there will be some impact on retail rates in West Virginia.

WV Transco estimates that the impact on a West Virginia residential retail customer's monthly bill as a result of this project, assuming 1000 kWH per month usage, is an increase of approximately $0.0246.

October 15, 2014 - Total Renal Care, Inc., El Segundo, California, CON File #14-3-10199-A, for the acquisition of the outpatient renal dialysis facilities operated by Greater Charleston Dialysis, PLLC and Greater Boone Dialysis, LLC; capital expenditure: $13,603,455.

The Authority determines that the increase in the project cost for each of the projects above referenced does not constitute a substantial change as defined in W.Va. C.S.R. § 65-7-21.1(h). The Authority further determines that the projects have been implemented in compliance with the decisions issued in these matters and the case files are now closed.
