The West Virginia School Building Authority has approved funding for a Major Improvement Plan (MIP) project with several components. This project consists of two components; the first being for miscellaneous work related to the installation of an Owner purchased Water Storage Tank. The water tank and installation will be done by Mid-Atlantic Storage Systems. Work required for this bid will include grading and other associated work. The second component will be for the installation of a New Fire Alarm System. This bid will include the new fire alarm system and related components and the installation of these components.

After opening, the bids will be compared as to quality, thoroughness, and cost by the Owner and Architect/Engineer (OWPR, Inc.). A lump sum bid is being solicited for Work included in the above referenced Bid Item for the Project indicated.

The Bid Package is a Single Prime Contractor project. OWPR, Inc., the Architect/Engineer, will conduct a MANDATORY PRE-BID CONFERENCE on Tuesday, October 23, 2018 at 1:00 PM at Pocahontas County High School, 271 Warrior Way, Dunmore, West Virginia 24934; all interested Prime Contractor bidders are REQUIRED to attend. Interested sub-contractors and material suppliers are also encouraged to attend. The purpose of the pre-bid conference is to familiarize the Bidders with bidding requirements and to answer questions regarding the Bidding Documents.

Each bid must be accompanied by a Bid Bond, executed by the Bidder and an acceptable Surety, in an amount equal to 5% of the bid. The successful bidder will be required to furnish and pay for a 100% Performance and Material Payment Bond in the amount of the bid (including all add alternates), as described in the Instructions to Bidders. Each bidder shall ensure that all employees and applicants for employment are not discriminated against because of race, creed, color, sex, or national origin.

No bidder may withdraw his bid within thirty (30) days after the bid opening. The Owner reserves the right to conduct such investigation as necessary to determine the responsibility of a bidder, and to the extent permitted by state law; Pocahontas County Schools reserves the right to reject any and all bids, and to make selections from the bids that are solely in the best interest of Pocahontas County Schools.

NOTICE IS HEREBY GIVEN THAT The City of Princeton will accept sealed bids for Phase 2 Site Improvements & Administration Entry of the former Dean Company Property, located at 800 Bee Street in order to accommodate the Princeton Municipal Complex.

The Princeton Municipal Complex - Phase 2 Site Improvements and Administration Entry,
General Construction Contract, for the following scope of work: Exterior site improvements including but is not limited to, site clearing and demo, erosion and sediment control, earthwork for utilities and piping, dewatering, grading, concrete pavement and curbs, asphalt pavement (light and heavy duty), lawns and grasses. Exterior Administration Entry and City Council Courtyard construction includes but is not limited to, foundations, concrete, site walls, structure, unit masonry, EPDM, canopies, aluminum storefront entry, metal column cover assemblies, aluminum composite wall panels. Many aspects of this project will require close coordination with the many other disciplines performing work on the property under separate contracts and collaboration with ongoing Phase 1 construction contractors and public works activity.

Sealed bids will be received by the City of Princeton, Mercer County, West Virginia, at the current Princeton Municipal Building, 100 Courthouse Road, until
1:00 P.M., on Thursday, November 1st. Bids received after that time will be returned to the bidder unopened. All sealed bids will be publicly opened and read aloud at the Princeton Municipal Building immediately following the scheduled closing time for receipt of bids. Interested parties are invited to attend.

The Work includes renovations to the existing building as documented in the drawings and specifications prepared by E.T. Boggess Architect, Inc. All bids must be enclosed in sealed envelope bearing the name "Phase 2 Site Improvements & Administration Entry." Faxed bids will not be accepted. Bids may be mailed or delivered to Mike Webb, City of Princeton, 100 Courthouse Road, Princeton, WV 24740, if received prior to bid date.

On August 1, 2018, Black Diamond Power Company (Black Diamond) applied for revised consolidated purchased power rates. This proceeding is designed to consolidate the various elements of purchasing power into a single annual Commission review. Black Diamond has requested a purchased power surcharge of $0.0781009 per kwh. The total proposed surcharge would result in a total under-collected balance of $104,803 for its consolidated purchased power costs.

This matter is scheduled for an evidentiary hearing on Wednesday, November 7, 2018, at 9:00 a.m., at the offices of the Public Service Commission, 201 Brooks St., Charleston, WV 25301. Interested persons may attend the hearing and make public comment.

Review of a Proposed
Activity in a 100-Year
Floodplain
To: All interested Agencies, Groups and Individuals
This is to give notice that the West Virginia Department of Commerce, West Virginia Community Action and Development (WVCAD) has determined that the following proposed actions under the Slum and Blight Removal Program and Bridge Home Program ( Grant Number B-16-DL-0001) for the twelve counties listed below may include some properties in the 100-year floodplain, and WVCAD will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management. Proposed activities include demolition of residential homes and business structures, and replacement of private bridges damaged by the June 2016 flood event. For the Slum and Blight Removal Program, no new structures are being built. Demolition materials will be hauled away and disposed at approved landfill facilities. No on-site disposal of demolition materials will occur. After demolition, each location will be graded to approximate original contour and the surface seeded with grass and overlain with straw. Outbuildings, garages, and storage buildings will also be demolished at each location. For the Bridge Home Program, damaged bridge materials will be removed, and bridge replacement will occur.
The proposed projects are located at multiple locations throughout the twelve designated counties of: Kanawha, Greenbrier, Clay, Fayette, Jackson, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers, and Webster, all located in West Virginia. All sites will be evaluated for the presence of wetlands in accordance with the U.S. Department of the Interior, Fish and Wildlife Service, National Wetlands Inventory, and if necessary, an on-site wetlands inspection and delineation will occur, with applicable permits obtained in compliance with Executive Order 11990. All sites will be reviewed under Section 106 of the National Historic Preservation Act, and evaluated under the Farmland Protection Policy Act of 1981. An environmental review will be conducted on each site to determine the presence of contaminants and/or toxic substances.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.

Elkins-Randolph County Regional Airport Authority
Appraisal and Appraisal Review Services

The Elkins-Randolph County Regional Airport Authority ("Authority") is soliciting Statement of Qualifications ("SOQ's") from qualified appraisers to provide appraisal services AND appraisal review services related to an obstruction removal project at the Elkins-Randolph County Regional Airport. It is anticipated that the obstruction removal project may be funded, in whole or in part, from grants received from the Federal Aviation Administration and the West Virginia Aeronautics Commission. Sealed SOQ's will be received by the Authority until 4:30 P.M. on November 7, 2018 at the Elkins-Randolph County Regional Airport, 400 Airport Road, Elkins, West Virginia 26241.

Section 1 - Project Background

The Authority is pursuing a construction project to remove trees which are currently penetrating the approach surfaces to Runways 5 and 23 at the Elkins-Randolph County Regional Airport located in Elkins, Randolph County, West Virginia. The proposed construction project includes trimming and/or clearing trees from approximately 40 parcels which are in the vicinity of the airport.

Section 2 - Summary of Services

The Authority is seeking appraisal services AND appraisal review services from qualified Certified General Appraisers for Permanent Avigation Easements to be acquired for the airport obstruction removal project. These appraisals shall be the fair market value of the impacted properties immediately before the acquisition of the runway obstruction clearance Avigation Easement and the fair market value of the impacted properties immediately after the acquisition of the runway obstruction clearance Avigation Easement. The appraisals shall consider damage, or benefit, if any, to the residue of the property.

There are approximately 40 parcels that will be appraised consisting of residential, commercial, service and vacant land tracts. The appraisals will be based on the highest and best use of the properties as of the effective date of the appraisal. The appraisal and the appraisal review shall conform to the Uniform Standards of Professional Appraisal Practice (USPAP 2018-2019), the Uniform Appraisal Standards for Federal Land Acquisition (2016) and FAA Advisory Circular No. 150/5100-17.

Section 3 - Qualifications

Firms should submit three (3) copies of an interest and qualifications package for comparative evaluation, addressing the following items in general, and specifically, as appropriate, as they relate to the summary of services:

1) Familiarity and experience with FAA appraisal guidelines;
2) Capability to provide written easement appraisals for individual subject properties;
3) Capability to provide an appraisal review and establish the recommended amount of just compensation to be offered to the property owner(s); and
4) Familiarity and experience with projects funded by Federal and State agencies.


The interest and qualifications package must specifically contain the following information:

1) Appraisal firm's name, address, phone number and primary contact person;
2) Appraisal review firm's name, address, phone number and primary contact person;
3) Names and experience summaries of primary team members anticipated to be utilized on the project; and
4) Names and experience summaries of outside firms anticipated to be utilized.

The Authority intends to interview, either in-person or via telephone, responding firms to establish a ranking based on qualifications. The Authority intends to enter into negotiations with the top ranked firm for an agreement to provide the required services. If an agreement is reached, the Authority will enter into a written agreement with the selected firm for the project. If an agreement cannot be reached, the Authority will enter into negotiations with the second ranked firm. The Authority reserves the right to re-initiate the procurement process at its discretion.

Respondents shall not include estimated fees or hourly bill rates with the interest and qualifications package.

Section 4 - Contract Stipulations

The selected firm(s) will be required to enter into a written professional services agreement with the Authority upon selection. The submission of a response shall serve as an acknowledgement that the responding firm is willing and able to enter into a written agreement with the Authority.

The contract will be subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and the provisions of Transportation Regulation 49 CFR Part 26 (Disadvantaged Business Enterprise Participation). INSTALL BURIED TELECOMMUNICATIONS CONDUIT

Notice is hereby given that FRONTIER WEST VIRGINIA INC., 1500 MacCorkle Ave, SE, Charleston, WV 25396 has submitted an application to the West Virginia Department of Transportation, Division of Highways, for a permit to install buried telecommunications conduit within and along the right of way of County Route 7/1 in Marshall County, West Virginia, The buried conduit will follow the highway right of way for a distance of 3,170 feet, beginning at latitude 40.015407, longitude -80.545295, and ending at latitude 40.007112, longitude -80.544161. A second section of buried telecommunication conduit will be installed along the highway right of way of County Route 26, also in Marshall County, for 756 feet, beginning at latitude 40.001278, longitude -80.541955, and ending at latitude 39.99168, longitude -80.541766. A third section of buried telecommunication conduit will be installed along the highway right of way of County Route 26, also in Marshall County, for 1,000 feet, beginning at latitude 39.985390, longitude -80.537929 and ending at latitude 39.982864, longitude -80.536951.
Any carriers who wish to share the right of way trench have until November 11, 2018 to provide written notification to FRONTIER WEST VIRGINIA INC. of their interest in installing additional telecommunications facilities during the initial conduit installation. FRONTIER WEST VIRGINIA INC. will notify the Division of Highways of any expressions of interest received from other carriers.
