ACCEPTING BIDS

The Nicholas County Board of Education will be accepting bids for the sale of surplus computer and/or electronic equipment, which may include printers, TVs, projectors, DVD players, etc. Winning bidder must pay for and take all equipment. Equipment must be picked up at each school location, at which time payment is due to the principal at that school. Systems

The Cabin Creek Health Systems invites qualified contractors to bid on a project for Interior Renovations. Briefly the work is described as demolition and interior renovations to existing spaces for use as office space for Cabin Creek Health Systems, located at 104 Alex Lane, Charleston, West Virginia 25314. Major products and systems included in this work are selective interior demolition, steel studding, gypsum board, plastic laminate cabinetry, acoustical ceiling systems, vinyl composition floor tile, LED lighting fixtures, and HVAC systems. Interior area of this project is approximately 5400 square feet. All work must be completed within one-hundred-twenty (120) calendar days of signing of a construction contract and notice to proceed from the Owner. Proof of a contractor's license from the State of West Virginia must accompany a bid for this project. A performance bond for the full amount of the bid will be required to receive a contract for this work. The bidder must include a Certification of Compliance for payment of West Virginia Workers' Compensation with the submitted bid. Bid bonding will not be required for this project, but bidders are cautioned to check their capability for performance bonding prior to preparing a bid for this work.
Sealed bids will be accepted at the Administrative Office of Cabin Creek Health Systems at 104 Alex Lane, Charleston, West Virginia 25314, until August 14, 2018 at 10:00 AM, local prevailing time. After that time, and on that date, the bids will be opened by the Architect and read aloud. It is the bidder's responsibility to have their bid physically in the Administrative Office of the Cabin Creek Health Systems, prior to the deadline for receipt. Faxed bids will not be accepted. Unsealed bids will not be accepted. Bids received after the deadline, for any reason, will not be accepted. A mandatory pre-bid meeting will be held on July 31, 2018 at 1:00 PM, local prevailing time, at the Administrative Offices of Cabin Creek Health Systems,104 Alex Lane, Charleston, West Virginia 25314. FOR BIDS

The Fayette County Board of Education, hereinafter referred to as the Owner, invites qualified contractors to submit sealed bids for the Renovations To Fayetteville High School according to Bidding Documents prepared by ZMM, Inc. Architects and Engineers. Sealed bids will be received at the offices of the Owner, 111 Fayette Avenue, Fayetteville, West Virginia 25840 until 1:30 p.m., local time, on August 14, 2018 at which time and place the bids will be publicly opened and read.
A pre-bid conference will be held at 1:30 p.m. local time, on August 2, 2018 at the Project Site, 515 West Maple Avenue, Fayetteville, WV 25840. Attendance at pre-bid conference is mandatory for prime contract bidders only. Bidders for Testing, Adjusting, and Balancing are not required to attend.

Bidding Documents can be obtained by the following method:

1. Prime Contract Bidders only may contact ZMM, Inc. Architects and Engineers at (304) 342-0159 and request information to access the firm's online F.T.P. site for the Renovations To Fayetteville High School project. Once access is gained, Contractors can download Bidding Documents in the form of PDF files at no charge. Requests for access to documents must be made by telephone, and those requests received through mail, email, fax transmission, or other online communications will not receive a response.

Bidding documents may be examined at Viewing Depositories listed in the Bidding Documents.

Each bid shall be accompanied by a bid bond, made payable to the Owner, in the amount of five percent (5%) of the base bid, in accordance with the Instructions to Bidders.

Each Bidder must be registered with the West Virginia Department of Tax and Revenue prior to the time and date for Receipt of Bids in order for his Bid to be considered. Each Bidder's registration certificate number shall be written in the space provided on the Form of Proposal.

All bidders are required to be licensed to perform work in the State prior to submitting a bid for this project as required by Chapter 21, Article 11, of the Code of West Virginia. Each Bidder's Contractor license number shall be written in the space provided on the Form of Proposal.

The Owner reserves the right to reject any or all bids, the right to waive minor informalities and procedures in bidding, and the right to withhold final award of contract for 60 days after opening bids.

The bidder to whom the contract is awarded shall execute and deliver to the Owner within 10 days after the award, and before signing the contract, a Performance Bond and Payment Bond utilizing the bond forms bound in the Project Manual each in a penal sum equal to at least the contract sum and the cost of such bonds shall be included in the bid.

Please be advised that there have been revisions made to the standard bid documents on page 8. For the bid to be considered, the Contractor must initial and sign this sheet and include as part of the bid package per special provision 102.2.

This contract is located in Kanawha County. It consists of asphalt pavement removal, guardrail installation, concrete pavement replacement, concrete median barrier repair, modified concrete barrier repair, hot-laid bituminous concrete overlay, seeding, mulching, and pavement markings.

The estimated asphalt quantities are as follows:

All work under this contract shall be completed by August 16th, 2019.

Proposals will be received at the office of the West Virginia Parkways Authority, Administration Building, Charleston, West Virginia until 3:00 PM August 2, 2018 at which time and place said proposals will be publicly opened and read. If proposals are to be mailed via the U.S. Postal Service regular mail, they must be addressed to the West Virginia Parkways Authority, P.O. Box 1469, Charleston, WV 25325. This mail is picked up by the Authority once a day between 7:00 AM and 8:00 AM. However, Express Mail One Day Service, Federal Express, United Parcel Service (UPS), etc., must be sent to the West Virginia Parkways Authority, 3310 Piedmont Road, Charleston, WV 25306. It shall be the bidder's responsibility to determine his transmittal method such that his bid will arrive in the Authority's office prior to the scheduled bid opening. Prospective bidders must be prequalified in accordance with SECTION 102.1 of the WVDOH Standard Specifications. Pursuant to Bureau of Employment Programs (BEP) Rule 96 C.S.R.1 Implementation Rule dated June 30, 2000, Contractors requesting plans must furnish their FEIN Number, company name and any name they are doing business as. KVRTA encourages private participation. KVRTA will meet with interested private transportation providers to discuss and determine if any existing transit service can be provided more efficiently by the private sector. Written requests for such meetings may be submitted to KVRTA throughout the upcoming year.

If comments are received, at the hearing or by mail, KVRTA will consider the comments and publish a final Program of Projects in the same manner as this notice. If no comments are received this notice shall serve as the final Program of Projects for this grant application.

The West Virginia Department of Environmental Protection (DEP), Division of Air Quality (DAQ) is revising the Clean Air Act § 111(d) State Plan for the Control of Air Pollution from Municipal Solid Waste (MSW) Landfills. This plan revision incorporates changes made to rule 45 C.S.R. 23 - "Control of Air Pollution from Municipal Solid Waste Landfills". This rule change requires DAQ to submit a State Plan revision for MSW landfills and conduct a public hearing.

DAQ will hold a public hearing on Monday, August 20, 2018 beginning at 5:30 p.m. on a proposed revised State Plan to implement Emission Guidelines for MSW landfills.

The public hearing is being held to satisfy the requirements for submitting a revised § 111(d) State Plan. The revised plan will be submitted to the United States Environmental Protection Agency (USEPA) and supplemented by legislative rule 45 C.S.R. 23 - "Control of Air Pollution from Municipal Solid Waste Landfills," which became effective June 1, 2018. This rule gives West Virginia regulatory authority to adopt, implement and enforce the Emission Guidelines requirements for existing MSW landfills and the New Source Performance Standards for new facilities, either directly through administrative action requiring compliance with 45 C.S.R. 23, or by including such requirements in State permits, where applicable.

The public hearing will be held in the Dolly Sods conference room #1125, at the DEP Charleston headquarters located at 601 57th Street SE, Charleston, West Virginia 25304. Written and oral comments will be accepted until the close of the hearing on August 20, 2018.
