Sealed Bids for Raleigh County Airport Authority, Proposed Taxilane to Corporate Hangar will be received by the Raleigh County Airport Authority, located at 176 Airport Road, Beaver, Raleigh County, West Virginia, until 10 am., L.P.T., on Thursday, July 28, 2016, for furnishing labor and materials and per-forming all work set forth in the Contract Documents prepared by The Thrasher Group, Inc. The approximate quantities of Work to be Bid upon is as described as follows:

A new taxilane 50' wide and 226' long, approximately 1,900 square yards of separation fabric, 360 cubic yards of uncrushed aggregate, 430 cubic yards of crushed aggregate base course, 235 tons of asphalt base course (P401/P403), 235 tons of asphalt wearing course (P401/403), 15 taxilane lights, 650 LF of 2" conduit, 2 drainage inlets, 250 LF of 12" CMP, restriping of Runway 1-19 (threshold lines, landing designation marker, centerline marking, pavement edges, etc.) and centerline of parallel taxiway and 13 enhancement markings along Runway 1-19 and 10-28.

The Work will be substantially completed within 60 days after the date when the Contract Times commence to run, and completed and ready for final payment within 90 days after the date when the Contract Times commence to run. Liquidated damages shall be $500 per day.

A two envelope system will be used.

On or after July 21, 2016 the Clay County Commission will submit a request to the West Virginia Development Office for the release of Small Cities Block Grant (SCBG) funds under Title l of the Housing and Community Development Act of 1974, as amended, to undertake the following project:

Project Title: Clay County PSD/Pack Fork & Independence Road Waterline Extension

Purpose: Construction of 44,582 Lineal feet of 6" waterline and 29 fire hydrants and 136 water meters to serve 136 residences (340 individuals).

Location: The project is located off WV State Route 16 in southern Clay County, along Pack Fork/Independence Road, Crosby Road, Bull Hollow and Lizemores.

The Clay County Commission has determined that the project will have no significant impact on the human environment. Box 190, Clay, WV 25043 and the Regional Intergovernmental Council, 315 D Street, South Charleston, WV 25303 and may be examined or copied weekdays 9:00_A.M to 4:00 P.M.
PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Clay County Commission. All comments received by August 5, 2016 will be considered by the Clay County Commission prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
RELEASE OF FUNDS

The Clay County Commission certifies to the West Virginia Development Office that the Honorable Greg Fitzwater, in his capacity as President, Clay County Commission consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The West Virginia Development Office approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Clay County Commission to use HUD program funds.
OBJECTIONS TO
RELEASE OF FUNDS

West Virginia Development Office will accept objections to its release of fund and the Clay County Commission's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Clay County Commission; (b) the Clay County Commission has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the West Virginia Development Office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to West Virginia Development Office at Building 6, Room 553, 1900 Kanawha Blvd., E., Charleston, WV 25305. Notice is hereby given that Barons Bus Inc. is applying for a grant under 49 U.S.C. Section 5311(f). A general description of the grant proposal is as follows:
DESCRIPTION OF
PROPOSED PROJECT

(1) Barons Bus will continue to provide daily intercity bus service using 56 passenger MCI J4500 motor coaches, all are ADA equipped. This service will provide full intercity passenger, and interlining connections to the intercity bus network. Barons Bus will also offer package express service when available. Barons Bus will look to continue to offer ticketing agents when possible for customers to purchase tickets and have questions answered.

(2) Barons Bus will operate two daily round-trip intercity bus schedules originating and ending in Charleston. The first route will start daily in Charleston and operate highway I-77 to both Ripley and Parkersburg. The second route will start daily in Charleston and operate Highway I-79 to Morgantown. This service will offer stops at Clendenin, Flatwoods or Sutton, Weston, Clarksburg and Fairmont. Both services will offer an interlining service to Greyhound Lines and other intercity carriers, offering service to over 3,800 destinations.

(3)Estimated cost of the project –federal($545,837.50)-local match($545,837.50)

(4) No persons, families, or businesses will be displaced by this project

(5)This proposed project will not have a significant environmental impact upon the service area.

(6)The special needs of elderly and disabled passengers will be given special attention. All Barons Buses are ADA accessible. Elderly passengers will be provided discounted rates. All disabled passengers who require ADA assistance will be given. Any special needs of elderly and or disabled passengers will be provided per normal operating procedures for passengers with special needs.

(7)Barons Bus currently operates buses which are fully ADA equipped. Barons Bus is in full compliance with federal mandated ADA regulations.

Should any 49 U.S.C. Section 5311 capital funds become available, purchased equipment may include, but not be limited to: buses, vans or other paratransit vehicles, radios and communications equipment, passenger shelters, wheelchair lifts and restraints, computer hardware/software, spare parts or components, and other durable goods. Persons interested in holding a public hearing regarding the possible procurement of capital equipment must submit a written request within 15 days from the date of this notice.

The purpose of this notice is to afford affected citizens, private transportation providers, and other interested agencies an early opportunity to examine the proposal and offer comments and/or recommendations on the overall scope of the proposed project. The Wayne County Commission is in the process of selecting a Project Engineer to provide engineering services for the following project: HERITAGE FARM ACCESS STUDY/DESIGN REPORT.

Professional services will include the following items; development and completion of an access study/design report to plan and develop an alternative entrance to the Heritage Farm Museum and Village (3300 Harvey Rd, Huntington, WV 25704) from WV Route 152. Said access study/design report shall evaluate the existing access to the Heritage Farm Museum and Village and examine the costs and social, environmental and economic impacts associated with conceptual alternatives that improve access to the facility that will serve as the basis for the future completion of more detailed environmental and design documents leading to the implementation of a Design-Build option. Procurement of said services shall be made in accordance with Chapter 5G-1-3 of the West Virginia State Code. Contracts are to be awarded on a lump sum/fixed fee basis.

All consultants interested in being considered for this project must submit six (6) copies of their proposal detailing prior experience in the completion of similar design studies, technical expertise and personnel qualifications. Proposals must be submitted by
3:00 p.m. local time on Friday, August 19, 2016, to Wayne County Commission, James Boggs, County Administrator, Wayne County Courthouse, 700 Hendricks Street, Wayne, WV 25570. The Commission will evaluate the proposals received on September 8, 2016. Interviews will be held on or about September 22, 2016 and final selection of a consultant will be made on October 6, 2016. All project activities are to be completed by June 30, 2017.

Consultant firms must be prequalified by the West Virginia Department of Transportation (WVDOT) in all areas required in preparing comprehensive Transportation Plans. Firms included on the current Federal list of firms suspended or debarred are not eligible for selection.

The objective of the competitive process is to objectively select the firm that will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. The seven (7) categories that the proposals will be judged upon are as follows:

1. A list of key staff members to be assigned to the project, including Project Manager. Identification of personnel and number in each category (i.e. project engineers, technicians and other responsible staff) assigned to this project.
2. A brief description of the experience of the firm's personnel on similar projects.
3. A representative listing of projects similar to the proposed project performed by the firm and cut-sheets for comparable projects-if available.
4. A list of the firm's current workload relative to capacity and availability to provide requested services.
5. A list of significant sub-consultants and staff members assigned to the project, their current prequalifications categories, the percentage of work to be performed by each and DBE status.
6. The location of the primary office where most of the work will be performed.
7. Professionalism and completeness of proposal

A committee of representatives from the Wayne County Commission shall evaluate the statements of qualifications and performance data and other materials submitted by interested firms and select a minimum of three firms, which, in their opinion, are best qualified to perform the desired service. Interviews with each firm selected shall be conducted and the committee shall conduct discussions to evaluate the presented information. The committee shall then rank, in order of preference, no less than three professional firms deemed to be the most highly qualified to provide the services required, and shall commence scope of services and price negotiations with the highest qualified professional firm for said services. Should the Wayne County Commission be unable to negotiate a satisfactory contract with the professional firm considered to be the most qualified, at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence. Failing accord with the second most qualified professional firm, the committee shall undertake negotiations with the third most qualified professional firm. Should the Commission be unable to negotiate a satisfactory contract with any of the professional firms in order of their competence and qualifications, the Commission shall continue negotiations in accordance with these procedures until an agreement is reached.

This contract is subject to the provision of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and the provisions of the Department of Transportation Regulation 49 CFR Part 26 (Disadvantaged Business Enterprise participation). The consultant must use good faith efforts to include DBE subconsultants and to comply with the DBE goals established by the West Virginia Department of Transportation (8.77%). The Wayne County Commission will afford full opportunity to minority and women owned business enterprises to respond to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the awarding of this contract.

The contract will be awarded to the responsible offer determined to be most advantageous to the Commission. However, the Wayne County Commission reserves the right to accept or reject any and all proposals.

Consistent with WVDEP rules, this publication is to notify the public of the 30-day comment period regarding remediation goals which represent an excess upper-bound lifetime cancer risk of greater than 1x10-5 for the site. Interested persons may review pertinent site information at the South Charleston Public Library, 312 4th Avenue, West Virginia, 25303.

The site is currently vacant. Historically, the site has been used for industrial operations, including the manufacture and blending of hydrogen peroxide, and disposal of fly ash in a permitted solid waste impoundment. Future use of the site is anticipated to be industrial or commercial.

Institutional controls will be used to manage the human health risks at the site to achieve the remediation goal, and will include the use of restrictive Land Use Covenants to be recorded at the Kanawha County Clerk's Office.

An information meeting, for the purpose of informing the public, will be held on Wednesday July 6, 2016, at 7:00 PM at South Charleston City Hall located at 4th Avenue and "D" Street, South Charleston, WV 25303.
