The City of Buckhannon Water Department (Water Department) will accept sealed bids for the purchase & installation of Early Warning Monitoring System No. 1, which shall be constructed near the Tennerton Bridge along the Tallmansville Road (West Virginia Upshur County Route 9) near Buckhannon, West Virginia until 4:00 PM EST on March 7, 2018, where all received bids will be opened and publically read.

The purchase & installation of Early Warning Monitoring System No. 1 and all project-related work items shall conform to the requirements contained in the Bid Package prepared by the City Engineer.

The total base bid price for the contract shall include the costs for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Forms of Proposal, and the Bid Package.

Construction time limit is 90 calendar days.

The Bid Package shall be available on or before February 9, 2018. Interested parties should contact James S. Hollen, III, PE at 304-472-1651, extension 1006 or for pickup options of the Bid Package. All clarifications, questions or comments regarding the contents of the Bid Package must be submitted in writing and either mailed or faxed to the address below or emailed to the email address listed above. No clarifications and questions will be accepted after 4:00 PM EST on February 21, 2018.

Each Bid for shall be submitted in a separate sealed (inner) envelope containing the applicable executed Official Bid Form, and included in a larger sealed (outside) envelope containing the Bid Bond (equal to 5% of Total Base Bid with Power of Attorney), evidence of a valid West Virginia Contractors License, Certification of Non-segregated Facilities, West Virginia Jobs Act Compliance Certification, Certification of EEO, Drug Free Workplace Conformance Affidavit, and Certification of receipt of all Addenda.

Both sealed envelopes must have the following information in the lower left hand corner:

Prospective Bidders are advised that the contract awarded under this Advertisement for Bids is likely to be funded by both State and Local funds. Neither the State of West Virginia, the City of Buckhannon nor any of the funding entities' departments, agencies, or employees is, or will be, a party to this Advertisement for Bids or any resulting contract.


Prospective Bidders are hereby advised that it is their responsibility to adhere to all applicable Federal, State, and Local requirements and regulations including but not limited to Equal Employment Opportunity, Non-Segregated Facilities, Discrimination in Employment, Affirmative Action and Minority Business Participation, the Civil Rights Act of 1964, the Anti-Kickback Act and the Davis-Bacon Act.

No Bid may be withdrawn for a period of sixty (60) days after the time of the opening of the Bids.

Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has a valid and current West Virginia Contractor's License (per Section §21-11-11 of the West Virginia Code), has examined and acknowledges site and working conditions, and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed.

The City Engineer shall evaluate all bids received based upon price, compliance with the Bid Package, customer satisfaction, service availability, and general suitability for the intended use. The Water Department reserves the right to select any bid that best meets the needs of the Water Department, reserves the right to reject any and all bids that are not in the best interest of the Water Department and to waive any bidding informalities that may arise. In addition, the Water Department reserves the right to terminate the contract at any time due to noncompliance with the Bid Package.
