Sealed bids for Construction of the new City of Martinsburg, WV Police Department and Municipal Court building, will be received in the office of the City Manager, on the 2nd floor of City Hall, 232 North Queen Street, Martinsburg, West Virginia, 25401 on Thursday February 8, 2018 until 1pm and at such time and place will be opened and read. All complete bids will be publicly opened and read aloud in the J. Oakley Seibert City Council Chambers, 2nd floor Martinsburg City Hall.

All Bids must be submitted in accordance with the Bidding Documents issued by the Owner. Bidding Documents may be obtained upon request to:

The project involves demolition of an existing structure, site developments, and construction of a new 3-story building.

Bidders interested in submitting bids shall contact the Architect. Email Bid Package requests to Rachel Driggs and a Bid Package will be sent out. There is no deposit required for Bid Packages and all printing costs incurred by bidders are the responsibility of the bidders and are non-refundable.

A certified check in the amount of five percent (5%) of the total Bid, or a satisfactory Bid Bond furnished by a solvent surety company authorized to do business in the state of West Virginia in an amount equal to five percent (5%) of the total Bid must be submitted with each Bid.

The successful Bidder will be required to execute a contract and provide a Performance Bond, a Labor and Material Payment Bond for 100% of the contract award, and a Maintenance Bond for the 100% of the new roof value.

All Prime Contractors and Subcontractors shall be licensed in compliance with SB409 (WV Contractor's Licensing Act). All General Contractors shall provide a copy of their WV Contractor's license and include their license number in the space provided on the Bid Form. A Mandatory Pre-Bid meeting will be held on Thursday January 18, 2018, at 1:00 pm in the J. Oakley Seibert City Council Chambers, 2nd floor at City Hall, 232 North Queen Street, Martinsburg, West Virginia 25401. All bidders must attend the Pre-Bid meeting to familiarize themselves with the project location, site conditions, and other relevant information. Attendance at the Pre-Bid meeting is mandatory for bid qualification.

After the scheduled closing time for receipt of Bids, no Bid may be withdrawn for a period of 60 days.
